This type of light can be found on original Griswold installations (Rotating Banners, and gated/non gated signals).
These lights have a more common design (with sidelights and lamp-holders inside the housing), however they're attached to the crossarms by a set of "pivot brackets" from the rearmost part of the housing (instead of the top as usual). This makes the lights to be even with the crossarms.
