These little signals were installed as part of the High Speed upgrade for this line, as before there was nothing protecting this sidewalk, and in fact there was another sidewalk crossing about 100 feet south of this one (about where I was standing in Picture 3 and seen in this video from 2012) which closed when the signals were installed at this one.
