Street View from Sep 2013 shows something very interesting. The lights on both signals used to be constantly active! They did not appear to flash at all either.

A return visit in September 2024 shows the crossing is turned on! It seems that just like the Ice Cream Junction Restaurant in Oelwein, this crossing turns its lights on when the restaurant at the depot is open.
The lights do not flash, but instead stay constantly on. The bell also was not ringing.
