A return visit 15 years later by Hopen111 shows that the RRS bell and everything else but the lights have all been replaced by new WCH equipment.
Unfortunately, IAIS also messed up the bell install, and it is dead too. Just like at Edwards Ave.
After the train I chasing and went by and I heard the absence of the bell ringing, I shook the signal in anger which DID ring the bell. So the issue is most likely not the bell itself, but somewhere related to how it draws power (I think).

There were some gate brackets hiding between the case and the battery. Knowing IAIS, they are most likely still there.
