Looks like the original cantilever arm was hit at one point and the railroad that owned the signal (Conrail?) just shop-brewed a replacement arm rather than replacing the whole signal. Yeah... Take a look at this gem I saw on-line over the weekend. The signal itself dates back to the 1930's according to the comments, although it appears the lights are newer. Interesting that they left it like that. I don't see why they didn't put lights, crossbuck and gate on the standing pole. Around here, they would never leave a crossing like that.
