Here's my theory: There are two switches ahead, which would be the reason for 3 light on at once. A train on those probably isn't allowed to diverge on the second switch (for whatever reason) and it was easier and cheaper to add a second light to the bottom lighthead than a whole other lighthead. Or...

WCH E Bells sound the least like real bells, but they do have a pretty 'neat' sound to them, which is why I like them.
