If you look, it is quite obvious it looks that way because they put the mast on backwards, it should be pulled back up and rotated 180 degrees so the crossarm junction box is to the opposite side of the roadway, then swap the arms around so they are like they are now, and it would then be correct. GP is open, causing the lights to flash, as it is obvious the gate is hung up on the windguard. Mech may have gotten spun a little and when the gate went up, it was not aligned correctly. Federal law is MINIMUM :20 from activation, to reaching the crossing. Most Railroads I know of set the approaches up to activate at :30 to :35 seconds at maximum timetable speed, as do I. Actually, nowadays, WCH is the cheap alternative, when designers are trying to get by within a certian budget and save money. WCH mechs have mostly inferior design to Safetran, in several aspects. Historically, WCH E bells absolutely suck. They sound horrible, and do not pass for any real "bell" I have ever heard. Safetran, GS and NEG E bells are much more authentic sounding.
