Yes it appears to be still working, at least as of 2014. It looks like that one on the right has double reds which might explain the 4 sections. However, the one on the left just has one light illuminated, and it looks like it's yellow.

Technically that's a passive crossing and not one protected by signals, since the signals likely serve the intersection there. Although they probably do enter a preemption cycle when a train is approaching.

There are also signals directing the rail traffic when to stop and when to proceed... so there certainly is a preemption of some kind.
