No, the Teardrop was the old set-up. It was replaced with the set-up in the first link.
Those WCH bells look like they were from another crossing as well.

Apparently there's a bell only crossing here on Lillian Road in Johnsonville, PA:

It can be seen starting at about 10:25 in this video, and it uses a Safetran mechanical bell and what appears to be a WRRS bell:

Scranton, PA (Crossing had equipment but was all stripped except for the WRRS mini bells, those DOT tags are not original though)
