That's very likely an out-of-service crossing.

I think those may have been posted here before, I know I've seen them on streetview.

There are also three bells at the crossing with the gate mechanisms, so it's possible that it only operates as a bell only set-up, as the line is some kind of museum/tourist line that only sees the occasional train through there.
