That right there is a remnant of the Sunset Limited train that used to go all the way from Los Angeles to Jacksonville. Service was halted between New Orleans, LA and Jacksonville, FL after Hurricane Katrina.

Are there any plants to restore the service? What did Hurricane Katrina do that caused Amtrak to cease the Sunset Limited?

The tracks along where the Sunset Limited ran east of New Orleans were damaged, and Amtrak couldn't run on them due to that. Even though they've since been repaired, they haven't restored the service yet. However, Amtrak did run a test train along the former route last year, so it may come back soon.
