Taking a wild guess out of the park here, i think that could be a RRS bell that has corroded over the years, and lost the rain shield.

And yes, that is a WRRS bell that's lost its rain shield at some point.

That is a junction box on top of the mast, they are normally used with traffic lights. The grey part is the protective sheath which lifts off, and the terminals are underneath. You are correct in saying that Queensland uses alarms, for pedestrians only.
