If that's a SEPTA line, then they have (or at least had) lots of old equipment in use on their network. Preemption signals in Saint-Jérôme, Quebec, I don't think I've seen a Canadian crossing with them, although I don't think I've even seen preemption signals for a passive crossing in the U.S.
