Interesting how in Owensboro, Kentucky. This street running crossing has a third signal for the road with the tracks. Not a common sign, then again neither are street running lines.

The signal on the other side of the crossing seems like a waste as the road is one-way.

I guess it isn't too bad though, if someone for whatever reason decides to go the wrong way, they at least know that there is a train approaching the crossing. It it also probably useful to emergency services, there is even a fire department station near the crossing too so that probably means that it isn't uncommon for fire trucks to cross over that crossing.
