Not sure what's odd about the way it's mounted. That's just how Safetran bells look from that angle.

It's also on a 4 inch mast as it's at a gateless crossing. IIRC, Safetran bells were made with a 5 inch base, so they don't always look quite "right" when on a 4 inch mast, such as the one at Houston Street in Scottsboro, AL:
