This is one weird railroad crossing in Hull, Five barriers on a main road, where are pedestrian gates when you need them?

Speaking of Pedestrian Gates, here is one in Bicester North, for some reason. Somebody said on RailUK that the crossing itself is defunct when it doesn't look to be.
