I think he's being sarcastic.

Also, it's worth noting that a surprising number of "No Trucks" signs are put up on streets that the residents along don't want trucks driving down, even if it's completely safe for a truck to use. As such, this leads to a lower compliance rate among truckers when they see a "No Trucks" sign, leading to a lot more issues with trucks damaging bridges and getting stuck on crossings.
