Is it okay for these old signals to be on a busy road?

Is it okay for these old signals to be on a busy road?
I found these crossing signals somewhere in Dallas.It is strange to me that these old masts and cantilevers are still on this road.Should they be here or not?

I've seen similar gateless setups to those on busy highways in Wisconsin. I would assume if it's a lower speed line, and lightly used that those are sufficient to maintain safety and awareness at the crossing.

They should keep them there until the line is for sure out of service, then use the parts for crossings with lots of accidents,

Here is one on Grand Ave. in Phoenix, one of the busiest roads in town. The line is a spur and I've only seen cars railcars on it about 4 times in the past 5 years.

Just a BNSF spur that leads to a local industry that went went out of business or moved. There's a similar road in Chickasaw called Jackintoport Blvd that has 4 cantilevers without gates. Problem is the road just goes to a industrial complex and either the trains run at night (NS) or runs twice a week (AGR).
