Interestingly enough, those signals use US&S E-Bells, not sure if they were designed for use in Mexico though, theres very little of them in the U.S

I think what is happening in the video is the gate is hitting the light because it was bent back and is not going fully up. It's enough to shut the lights off, but the hold clear is not engaging.

On the Season One finale of Railroad Australia, the nearby crossing malfunctions for an unknown reason, either due to a misaligned switch or cars sitting on the sensor.
It starts at 29:59
The crossing is this crossing, GSV only shows a 2008 street view, in which the crossing had Westinghouse 8 inch lights and a WCH mechanical bell.

However, when 2015 rolled around and GSV came back, the crossing had been replaced with United Group Limited and Safetran equipment.

Here's a Czech crossing that has one signal where the red lights failed to activate and the other signal has a dead e-bell:

Heres an unusual one, the crossing raises, then one gate lowers for some odd reason, the rest then lower like nothing happened.
