I did some web-investigating. Across the tracks, the town wants a developer to build houses. When they get a developer to build houses, then they will build the road. However, nobody has agreed to build houses. The site is contaminated with lead and zinc from a prior industry on the site, and this may be scaring away builders.

Presumably, this used to be a private crossing. At some point, the road was ripped up, but the crossing signals left behind! As shown in this shot, the crossing is active and a train is passing through.

Here's one in Trafalgar, VIC. This crossing was closed in 1996 when the nearby Princess Highway was duplicated. The crossing was replaced with a new one further east as the duplication would of lead no room for traffic entering the highway to give way without stopping on the tracks.
Also, this crossing has finally had it's signals removed.
