Those signals are there for the road intersection, not the crossing.

nice find that has to be one of the most bizarre set-ups iv'e ever seem
very lucky to live two-three blocks away from three teardrop bells. one of which i see at least once a week!

First one is just the normal signals for an intersection. second one isn't even a full signal
