what is this cantilever used for?

when i noticed that this Marie island causeway in Vallejo had motor bells i was shocked because i had noticed this extremely old and rusty cantilever hat looks like a street light.

it is not because it has one hybrid bell three pair of lights two cross bucks and one stop on red signal sign on one cantilever.
can any body help me cause i'm :Confused:

very lucky to live two-three blocks away from three teardrop bells. one of which i see at least once a week!

Looks like it was a street light or traffic light mast-arm repurposed into a crossing signal. Would be used for the rail line that's right there, to warn drivers of an oncoming train. Want to say it's also been posted about before.
