Or more like, how much longer will the banner be there before someone takes it for themselves or the railroad take it to salvage/sell for parts.

Is there something halting the banner from swinging? Or did it just lose its edge and give in?

It's kinda ironic though that with the new lights and the banner no longer swinging, any sort of audible bell is no longer there.

What's interesting though is that those look to be brand new 8" lights as well (unless they're refurbished). Is the SJVR doing this on all of their wigwags?
