Saw this video while searching up the Point Richmond wigwag.
It's nice to see how the community are working hard to restore the wigwag, back in 2002 there was a debate regarding the wigwags fate as BNSF wanted to remove the wigwags to replace them with gated signals, BNSF did get their way and the signals were replaced (but not removed!) with gated signals. It was said by some people that the wigwags would be activated on "special occassions" but if that ever happened.
Here is the wigwag in October 2004, prior to replacement with new gated signals.
Here is the wigwag in November 2018 undergoing a test after mechanical restoration was completed, notice how the gong sounds different compared to the video in 2004.
Here is a news coverage of the wigwags taken in January 2002, i suppose the BNSF wigwag war took quite a long time!

The restoration was being completed solely by Dan, owner of Dan's WigWag Site.
