I'm just really curious as to why they needed to update the light configuration on it... the mast most definitely appears to be the same one from before.

Wouldn't be surprised if the FRA, FHWA, or IDOT stepped in and asked NS to change it.

I think he read your question backwards. You meant why not just leave it like it was (vertical)... right? As Brick said, the feds or the state (or someone) might have stepped in and said they had to switch it to the standard configuration.
