I'd say it's closed off, not downgraded. The crossbucks just remain there in the off chance that path reopens.

it was closed off at the time the pics were taken for the site. SJVR stripped the signals since then.

But it's not really downgraded if it's closed off. Typically downgraded crossings (in the context of this forum) are ones that are still open.
