Interesting setup at that crossing... the fact that they have a separate gate (with the cantilever) for the first track, then another set of gates for the second track. The other side of the crossing has a Safetran hybrid. Street view doesn't have a good view of it, but this is the signal that it's on:

That signal warns the right turn lane from John Nolen Drive onto Broom Street.

Unfortunately, I have not seen that crossing operate. One time I waited and waited for a train there, only to find that it had stopped in the yard and I ended up getting it at a different crossing.
I would suspect that the two inner gates (the mast signal with the ASC bell and its counterpart for the other lane) stay up when a train uses the track close to the cantilever, to allow traffic to clear.

It's been ages since I posted, but a few of the crossings on the Sacramento Light Rail line have them. I filmed there back in 2013 and I'll have to find the videos at some point.
