Probably, though I'm honestly not sure if a recording of one of these exists.
Found out about it through this video. Interesting to note that it has a lower pitch like a GS Type 2, though I'm not sure if it was actively pitched down or was made that way:

It looks like they're definitely capped with unpainted PVC, but I can't tell if the whole body is PVC pipe as well with paint, or metal.

I have an ASC bell I bought off Ebay years ago. The cap is just a piece of PVC. The body is metal. In regards to the talk about the different designs of them, there are two versions. An omni-directional and a uni-directional type. The omni-directional version has the mesh going all the way around the body, with the small metal cone shaped piece at the bottom. This throws the sound out 360 degrees. The uni-directional model only has an opening over half of the body, while the rest is solid. This throws the sound (mostly) in one direction. The Petersen Road crossing has a uni-directional model bell, with the opening facing away from me.

Found this one just looking up a location of a YouTube video and then checking other crossings on the same line.
