Your eyes aren't deceiving you, the bell here does start up before the lights do.

It appears that someone cut the wire to the gate lights on the signal on the right. Interestingly enough, they re-used the gates, gate lights, and relay case for the new signals from the old ones, which also means that the signals still retain the delay in the lights starting!

However, it does appear that NS is preparing to replace the relay case here, so I'm not sure how much longer the crossing will retain its current activation sequence.
