Locomotive operating on a road to provide power for a town

Locomotive operating on a road to provide power for a town

This is pretty bizarre! This locomotive was moved off the tracks and ran on the road to provide power for this small town! Here are some photos of this. Imagine how trippy it would've been to have seen this in person or on video!

This was actually near Montreal, on the eastern subburbs (Boucherville to be precise) they did it to provide power to Longueuil and Montreal during the 1998 ice storm

Knowing zilch about locomotives, could one single locomotive be able to provide power to an entire town? I could see maybe a block or two... but like I said I'm no expert.
