Well, you do have a good point there, yeah, places like that is more of a risk to take regarding high volume of pedestrians and with low speeds and everything.

Usually when someone tries to speed through an intersection to beat the light, they ARE going to be speeding. Either that... or because they are texting, putting on makeup, reading the newspaper, eating... whatever... they run through a light that has been red for 30 seconds or more. The likelihood of a pedestrian or another vehicle being struck because of their stupidity is pretty high.

The intersection of Forsyth and North Skinker Blvd is a good example, traffic isn't very busy for a downtown city street, but due to its location
right next to Washington University and Forest Park/walking trail, the likely hood of a pedestrian being struck is very high.
When ATS put cameras up at this intersection they caught nearly 200 violations IN A SINGLE DAY!
