Well, mainly because that road is controversial due to the number of crashes since Brooms Cross Road opened in August 2015, it did nothing but increase the number of accidents due to the following things.

That, or the signal was just in flash mode for whatever reason (like it being the off season). It had been working about a year prior:

There should be a legal limit as to how humid it can be on any given day during the summer here in the South...

That is what I think, otherwise there wouldn't be a need for the green light.
