Some pretty nice Eagle signals, but i don't really understand why there is a 12-8-12 inch left turn signal.

Those are Crouse-hinds Type-Rs. The intersection is likely split-phased, which would be why the left turn signals are there.

That's actually an Alusig/Eagle Flat-back 12-8-8 cluster.
