From what I understand, the threat of being arrested for something like littering (or a traffic violation) is used to help keep the person breaking the law under control.

Because really only the fine is the one that's going to usually be given. If an officer catches someone littering and the person they caught doesn't want to cooperate, the officer can tell the litterer that they (the officer) can arrest them (the litterer) for littering there and from what I've heard it usually gets them to cooperate.
