In 2014, one of the signals had been removed for an unknown reason, the tunnel exit had been blocked off to regular traffic and probably for exiting construction traffic.

Depends on where the property line falls. I doubt the railroad would actually install signals on property not of their own. It's possible that the truck right there is trespassing.
