That is because Saint Pierre and Miquelon is French... They vote in the French Presidential election and they are represented by a single MP in the French Parliament.

Fun Fact: This means France has a direct border with Canada! They also have something similar in one of their French territories in South America.

Yep. Although it is a nautical border so Canada is still pretty much a single neighbored country. What you're thinking about in South America is French Guiana which is considered an overseas department of France while Saint Pierre and Miquelon is more acquaint to U.S territories and British Overseas territories (even though in French elections). I think Saint Pierre and Miquelon not that long ago had a referendum on whether or not they wanted to become a overseas department or remain their current status, I think independence might've also been an option on the referendum. The dialect of French that they speak is more similar to Standard Parisian French than it is to Canadian French.

Those span-wire street lights are (or at least were) common in Michigan for a long time. They can be found in other states, IIRC, though very rarely.

Pretty sure that's one of the more universal signs used by a lot of countries.
