Two signalized ped crossings there, which more than likely change with the signals. Had they used green arrows, it would've conflicted with the pedestrian signals, so they used green balls since those don't confer right of way when turning.

That's really a place where RA-YA-YA FYA signals would be beneficial.

3M's are at least uncommon, though they ain't exactly rare. The Econolite Bullseyes are on the rarer-side though, especially the round-door ones like that outside of the west coast. Though in California, they're probably more on the uncommon side of things.
