Odd blackout signal in Denver, Colorado

I found this picture of a railroad crossing on a brand new electric railroad in Denver, Colorado with this odd blackout signal. Pretty large as well.

They're pretty common on RTD. They light up saying 'Second Train Coming'.

GE B40-8W's are the best. Well, uh, maybe with some exceptions...?
