A microburst?

A downdraft outside Maricopa CA is nicely highlighted by precipitation. Could this be a microburst?

As a storm chaser, this image right here does look pretty interesting. It is a little harder to tell because it's a picture and not a video, if it was a video, it would be easier to tell with the motion and the speed the precipitation is falling.
But if I do look at the picture, hmmm, I can say that it could be a small microburst, but more likely, it might just be a rain shaft.
