Seeing the train car on a small section of track in the background, I would guess that it is there for decoration and it is not hooked up to any power.

Those lights look like they could use a good restoration job.

As old as those lights are, it could be a different company that has long since gone out of business.

Peerless could have just made the metal ring on the light, possibly not intended for use on signals, but adapted to work.

I just registered for this site after buying a complete signal and crossing sign manufactured by the Peerless Mfg Corp. A Google search led me here and I saw the dialog. I do not believe that these were intended for another use. It's pretty apparent that the signals were made specifically for use on the rails to include the crossing sign I have. Surely they are not that rare! The body of the mounting hardware is Griswold, too. Any ideas? These do not appear to have been molested and were supposedly replaced on a rail line in the late 1970's.
