Not a flat sounding bell, but here is a Safetran Type 3 with what i believe is a damaged speaker.

The Safetran Hybrid Bell at the crossing shown at about 15:28 in the video is having a hard time sounding, while the WRRS mini-bell on the other signal sounds really healthy:

This General Signals Type 1 is having a hard time sounding, while the other GS type 1 seems to be working fine.

Sounds like the GS Type 1 is being affected by the moisture in the air there, given the fog at that crossing at the time.
