Even though this guy is asking 150 bucks for this RRS bell, it needs a ton of work done, needs repainting and the instruction manual on the side is missing.

Doesn't look too bad, IMO. Maybe needs a fresh coat of paint, but nothing major. I see it all the time with traffic lights. A 12 inch aluminum McCain three color signal will only run about $200 to $300 (IIRC) before shipping for a brand new one* and you can even have it made to the specifications you want**, but I've seen people on eBay trying to sell corroded 12 inch aluminum McCain signals with LEDs for much more than that.
*McCain PV signals are much, much more expensive
**Things you can specify are the color from a small list of colors and visor type, and maybe the model of LEDs, but I'm not certain on the last one
