Those have been posted here before. That is pretty odd that that crossing only has pedestrian gates, I know there is a crossing somewhere in Northern New England that also has pedestrian gates without road gates but it's a different setup as it has just two mast signals and two pedestrian gates.

Because automobile traffic takes the overpass
The road isn't closed to traffic as streetview went on it.

Those would be Boeing equipment cars. They haul airplane parts up Japanese gulch to Paine Field where Boeing makes widebody jets
