Yep. Although it is a nautical border so Canada is still pretty much a single neighbored country. What you're thinking about in South America is French Guiana which is considered an overseas department of France while Saint Pierre and Miquelon is more acquaint to U.S territories and British Overseas territories (even though in French elections). I think Saint Pierre and Miquelon not that long ago had a referendum on whether or not they wanted to become a overseas department or remain their current status, I think independence might've also been an option on the referendum.
