GE/Harmon Dotted LEDs have been around since the late 1990's. They are hard to find, but are common in California. Union Pacific has used these on some of their older installations.

This LED is a round design with approximatly 50 LED's in a hexagonal circle in the center. These also have flashing sidelights. Not much is known about these LEDs since they're so scarse.

These LEDs have presumably been discontinued in favor of the newer design listed in the GE Pixelated Look LEDs page.  Harmon seems to have now been absolved in GE entirely at this point.
