I don't know about you, but I can't see any LEDs lit...
The right one is lit, although not very bright.

 

Maybe the left LED was burned out, or it was too dim for the camera to pick up?

The gates rise after 2 minutes of activity. Note you can see the left LED lit on this signal.

A return trip on October 13, 2024, by KCMO Railfan shows that the signals here were replaced with Invensys signals.

The southern signal:

Front view of the southern signal. This signal replaced the older WCH signal seen in picture 6, although UP did reuse parts of the old signal like they did at Township Rd. A look at the front, and side lights on the southern signal.
The main lights on the southern signal are all now 2 pairs of 12x24 lights with WCH 2nd Gen LEDs in the light frames. Close up at one of the WCH 2nd Gen LEDs in one of the main lights on the southern signal.

The southern signal received the ENS sign sometime in the mid 2010s. UP repositioned it in late 2023 to be more visible to oncoming traffic. The signal base on the southern signal is from Safetran. The WCH Clear LEDs seen in picture 6 was reused on the current signal as opposed to tossing them out for newer LEDs! Kudos to UP for keeping some parts of the old signals here!

The gate mechanism on the southern signal is now an Invensys gate mechanism. The light bracket on the southern signal is from Safetran. The bell on the southern signal is now an NEG Electronic Bell. The main lights on the southern signal are all now from Safetran.
