I think the reason why new signals are going to be installed here is because the gate mechanisms, espically on the eastern signal, are so hard to reach, it would be hard for the signal maintainers to fix any problems with the mechanism, along with the junction boxes too.
I somehow didn't notice a new relay bungalow in Picture 22, but it's likely for the new signals that are going to be installed to replace the older ones.
