I reduce the photo from 3.5 megabyte to 500 kilobyte but it is also too large.. how is possible?

Goodmorning everyone! I purchased this california railroad signal this summer! Back in Italy I realized that the led board is burnt out .. I would like to make it work .. advice on how to fix it or where to find one the same? thank you all
