My guess... and it's just a guess... is that the gates are rather close to the "cantilever" signals, and the gates are rather long. Maybe they wanted the wind guard up higher like that to keep the gates from blowing into the other signal??

I'm guessing the seller works for the railroads... in his comments he says he has railroad contacts to help you get it moved (over the rails). The only problem is getting it into my front yard. :LOL2:

If you move closer to the crossing (you have to pick up the little Google guy and move him manually)... it looks like there is a telephone pole on the side closest to the traffic signals. That would be my guess as to the odd way the lights are mounted.
