It's the SP's Placerville Branch, which has been dead for a long time it appears. However, I want to say more recently, a railroad museum in the Sacramento area bought the line and is slowly restoring it to service. However, as it's only gonna be a museum line (that likely won't be seeing daily trains), signals ain't exactly needed.

Something similar happened with part of the old SAL main in Montgomery, AL, though that was for an excursion railroad that has yet to happen, it seems.

The closer crossing is abandoned. Too bad it has a Safetran Type 1. There are also 2 active ones in the background, one has Safetran WT/F Cantilevers.

Apologizes for quoting such a old post, but seeing how this line has been mentioned a few times, I thought I would give you some history. The airport at the end of this line is a former AFB, Loring. Loring was quite a big AFB at the time, and was the eastern most one in the US. Loring was shut down in 1990, and I presume that's when this line was closed. I do not know who owned the line, however there is still a USAF Baldwin S12, along with a snowplow stored in the hangers.

This crossing has me curious as well. Sometime between the 2012 and 2016 updates, two triangle gate mechs (very used, obviously) have been added. I guess the goal is perhaps to eventually restore signals at this crossing when the track goes into service?

The Cape Jellison Wye. Used to serve a port a long time ago, but when said port was removed, it was turned into a wye. While no longer used some MOW equipment is stored on it
